Plans to freeze council tax and give pensioners a £50 rebate in Portsmouth have been attacked by the authority's chief executive.
The Lib Dem-controlled city council denies the proposals are linked to the forthcoming General Election.
Leader Gerald Vernon-Jackson said income from the tax makes up a small part of the £570m budget and vowed the freeze would not mean big cuts.
